TQLR is a four-step listening strategy that helps students to improve their listening skills.
- Tune in. Establish the subject and activate prior knowledge of a subject. Inform students of what they are going to hear.
- Question. In the beginning of the listening activity, students ask Who, What, When, Where, Why, and How questions about the subject.

Examples:
- Who are the speakers?
- With whom are they speaking?
- Why are they speaking?
- What is their background?
- What point are the speakers trying to make?
- When is the speaking taking place?
- Where is the speaking taking place?
- What is the tone?

- Listen. Students should be actively thinking while they listen. They should determine the speaker’s message, predict what speaker will say next, and think about what speaker is saying.
- Review. Review what the speaker said by summarizing and evaluating the message and the meaning of the message. Students answer questions they formulated if they have not already, they clarify ideas that were unclear, and recall as many details as possible.
